Abstract

ABSTRACT: the study aimed to compare what was determined in the final report of the VIII National Health Conference and the subsequent federal legislative production, in order to know if the Congress observed the guidelines of the conference. Methodology: it was a qualitative study based on official legislative databases, in which legal documents on the Right to Health were sought. The period surveyed was between 1986 and 2016. The normative texts were analyzed using the Content Analysis method. Results: the findings showed that there were at least five subcategories related to the Right to Health, with laws produced in each subcategory. Legislative production on commemorative dates was the one with the highest number. Conclusion: The Legislative, during the decades studied, did not correspond to the guidelines of the final report of the VIII National Health Conference.
